Cefran is one of twelve independent city states with their own elected king and a council of elders to advice in state matters. All twelve city states are located on a huge island called Sillemar [pronunciation: siyemar], with Cefran as the northern-most city, opening up to the Turquise Sea and having jurisdiction over the large island group off their shores called the Almond Nuggets which is Sillemar's main producer of stone like granite and marble. The surrounding landscape up north is mostly flat bush and heath terrain with shorelines marked by steep cliffs and grey-sanded beaches.
Collectively, the Twelve City State System promotes excellence, perfection and constant improvement as part of their philosophy. No citizen is better than their worst accomplishment and the goal will always be to become as perfect in your profession as possible or as wealthy and respected in your craft, art or lifestyle as you can. All roads of life are to some degree respected and valued, as long as the worker strives to better themselves.
Cefran is a Victorian-esque landscape of brick houses and cobblestone roads, filled with hydro-carriages and hydro-trams in terms of transportation, as well as an elaborate system of lift-lines running across the sky, where seats are attached to wires and dragged from one end of the city to the other at the height of a ten-storey building. Everything is driven by steam and similar technology. The fashions are similar to styles from 1900, add some steampunk.
In Cefran, you aren't of age until you've turned 21.

Sin-Gerde is a highly exclusive "grad school", a specific kind of boarding school that prepares its students for the final exams, which has for the past four years been at the top of its division under its new management, headmistress Ecrira LaDal. Ecrira is a former private tutor and governess who, after inheriting her aging benefactor's money, bought the old, decrepit school and upgraded it into a two-class all-girls grad school that within a couple of years of her methods took first place in excellence and final grades across the board. After this, the wealthy and elite families of Cefran have lined up to have their daughters sent to Sin-Gerde to finish their education, the school located in a big mansion outside the city walls, running by its own laws and regulations without outside interference or supervision. At Sin-Gerde, Ecrira is the highest authority and everything runs by her word and by her pointer. Her parents insist, she was destined for that school or that school was destined for her, but Mirie hated being there and in the beginning, no night passed where she didn't try to escape, no morning followed when she wasn't reproached by the headmistress.
She knows, where she should have been is back in the city, living in the small loft apartment over Vety's tailor shop, a simpler life, just the two of them. They were secretly dating until Mirie's parents got a whiff of an opportunity to have Mirie marry the wealthy Feric Duc, heir to his multi-millionaire technologist father, then her relationship to Vety was forcibly put to an end - and Mirie had to go on visits to the Duc house instead, presenting herself, showing herself off, like a pedigree cow. The Duc parents were intrigued, but couldn't make any promises since Mirie hadn't finished her exams yet and unless she scored top marks, they weren't truly interested.
